Help is Available to Pay Your Home-Heating Bills
If you have trouble paying your home heating bills, turn to CRT for help.
UPDATE: The deadline for all eligible households to apply for the CT Energy Assistance Program has been extended to Tuesday, June 15, 2021! See schedule update below.
CRT can help you complete the application – by phone, email or in-person at our multi-service center in Hartford!
Spring may be here, but many of us are still worried about those home-heating bills! Do you know how you will pay to heat your home this year? Will you have the resources to do so?
If you are worried about how you will pay these big monthly expenses, CRT may be able to assist you with your home-heating costs!
Now is the time to apply for the 2020-21 Connecticut Energy Assistance Program with help from CRT.
Households can apply using the following options:
- Dial 860-560-5800 (where you can reach the automated attendant and select the option to create an appointment)
- Call 211 (Info-line)
- Dial your local town Social Services Office if you reside outside the Greater Hartford area
- Due to COVID-19, the majority of intake appointments are happening over the phone and via mail. CRT is committed to ensuring the safety of our customers and employees during the COVID-19 pandemic.
Customers can also complete and download an online application from the DSS website.
Please take note of the following program dates:
August 3, 2020
Households can begin to apply for Energy Assistance.
November 2, 2020
Deliverable fuel portion of the program begins.
May 20, 2021
Deliverable fuel deliveries extended to Thursday, May 20, 2021
- That will be last day for deliverable fuel authorizations requests
- A week will be added in the system to ensure all authorized deliveries are made
- Last day to pay for deliveries not authorized by the CAA
June 15, 2021
Last day for application intake for all households extended to Tuesday, June 15, 2021.

Operation Fuel
CRT also accepts applications for Operation Fuel. If eligible, this program can provide year-round emergency energy assistance for low to moderate-income households. This program also offers assistance with repair/replacement of older furnaces, boilers, and water heaters.
One-time Water-Assistance Grants Available!
CRT is working with Operation Fuel to provide water-assistance grants to households in need. Applications accepted July 21, 2020 – May 28, 2021
These water-assistance grants are available to households in need within their 29-town catchment area. Applications are being accepted on a first-come, first-served basis.
To qualify for water assistance, applicants must meet one of the following criteria:
- a current shut-off notice
- have no water utility service
- need assistance with making a required payment in order to prevent a shut-off
- have a past due balance of 30 days or more
- meet income guideline requirements of up to 75% State Median Income

To Apply
Eligibility is based on household size, income, and assets. The utility must be billed in the name of an adult member of the household. Our staff speaks both Spanish and English.

Please note that our East Hartford location has relocated to 770 Main Street in East Hartford, CT.
Additionally, the Bloomfield office is in a new building at the same address: Alvin & Beatrice Wood Human Services Center, 330 Park Avenue, Bloomfield, CT. The Energy Office is located on the second floor in the Social Services Office.
