Services
Home Solutions is a state-wide combined loan
and grant program designed to offer financial
assistance for hazardous material abatement,
septic system repair, removal or enlargement and senior citizen emergency repairs and rehabilitation projects. Also included in the Home Solutions
Program is the Energy Conservation Loan (ECL) that may only be used in conjunction with lead and asbestos abatement activities. Funding for these programs is provided by the State of
Connecticut through the Department of
Economic and Community Development.
Hazardous Materials Abatement
(Lead and Asbestos Abatement)
Grants are available for properties owned and
occupied by low and moderate income residents.
No-interest and low-interest loans are available for
properties occupied by other qualified homeowners.
Abatement of vacant units is permissible. For vacant units, property owner’s income will be used to
determine financial eligibility.
Minimum funding per dwelling unit is $1,000,
the maximum funding per dwelling unit may not exceed $15,000. Funds are for residential owner
occupied and rental properties from one to six
dwelling units.
Energy Conservation Loan (ECL)
Funds may only be used in conjunction with lead
and asbestos activities. Eligible activities include vinyl
or aluminum siding, energy conservation measures
that include such items as roof replacement, furnace
replacement, home insulation and other energy
conservation measures.
Minimum funding per unit is $1,000. Financial assistance will be in the form of a low interest rate loan.
Senior Citizen Emergency Repair
Financial assistance is in the form of a loan or grant based upon total household income. Minimum funding per
project is $1,000 with a maximum of $10,000 per unit.
The property owner must be over 62 years of age at the
time of application.
The building structure may be up to two housing units
with one of the units occupied by the property owner.
Eligible projects for this program must be of an urgent
nature, within the subject property limits, and necessary
in order for the applicant to continue to occupy the
property safely.
Septic System Repair, Replacement
and Enlargement
In order to be eligible, the subsurface sewage
disposal system must be determined to be a nuisance, as certified by district or local health authority.
Applicants must have been denied funding for the same project by a State-regulated lending institution. Minimum funding required per project is $1,000. There is no maximum as long as the amount
requested is reasonable given the scope of the project.
